A conduct problem is one in which there is a "won't do" situation. The employee is displaying willful or intentional failure to meet a performance standard. This includes breaking a rule, regulation or conduct standard, or could include behavioral problems or lack of motivation. No list of rules can include all instances of conduct that can result in discipline, and the examples below do not replace sound judgment of common-sense behavior.
